The iPhone 4 is free with a 2-Year Contract with a phone carrier, but you still need to pay monthly bills. But yes, the device is free.

I was eligible for an upgrade with AT&T when I got mine. I used to work at a call center so I know that, more often than not, if you ask them straight out and politely to waive the upgrade fees, they will. They also waived shipping so I paid a grand total of 1.69$ for my iPhone and its NOT a refurb. Then I called back bc my mother had 3 months left until upgrade but didn't want to miss the deal. They overrode her upgrade status and waived all of the fees again. Just because we asked. And they were super cool about it too. I think carriers just want them gone at this point. So, not technically FREE, but close enough for government work, to quote Steven king. :)

oh yeah and as Cody mentioned, I signed another two year contract, as did my mother. but we've been with them since Analog days so we would've resigned, regardless
