I need help finding an app..read below

is there an app for iPhone 4S that can make blurry pictures clear? I have these messy looking pictures and I need it to look normal.

No it would be impossible you can make sharp pictures blury but not blury pictures sharp.... so no

What you need is a photo editing app with a sharpening tool.
And yes, depending on how blurry the photo is, you can give it a level of sharpness so that it doesnt look as blurry
