Try a ruger single six. Its a .22, so it packs about as much kick as a baby slap. But it's so tiny that you can really only hunt squirrels and the like with it. But if you just want to plink, its a great deal. Not sure of the price, but like most revolvers, its simple, tough, and fun to shoot. You might also try a ruger mkII or a browning buckmark. Both are semiautomatic, so they're probably a bit more expensive, but i find semiautomatics to be more accurate. Your call.
1 - You don't want a "cheap" firearm, of any sort.
2 - You need to know what you'll be using it for. That will determine what caliber you need.
3 - The only place you *may* find a firearm for under $200, is a pawn shop. And unless you know what to look for (inspect it) or take someone with you who does ... I wouldn't buy any firearm from a pawn shop.
