In focusing on biological/ health care disaster, like an outbreak of small pox, the response is often isolation or quarantine.

This often means a loss of civil liberties. Who should have the authority for a quarantine affecting large numbers of the population (beyond a household)?
Should there be any kind of hearing before and after the decision is made? Explain

Government. No, because a disease like small pox spreads rapidly, so by the time a hearing happens, an entire state could already be infected. So its a matter of public saftey.the response has to be rapid.
