Well, it's not really a "you should" or "you shouldn't" thing. It wouldn't hurt to ask, but don't absolutely expect a yes. You could always ask for it for a present. Or you could split the cost with them. And, if you're feeling up to it, do chores to earn money and save it up to buy the guitar when you have enough. It's worth a shot. :)
If you want it, yeah, ask for it maybe for your birthday or something if it's coming really soon. If not, try to come to a compromise with your parents, like getting an allowance for vacuuming the house and doing the laundry. Or you can get a job, if you're old enough.

If you have saved your allowance and have $20, you can find a second-hand guitar to get started with in the for sale pages. Once you start using it, you will begin earning enough bucks to buy something really flash. In the meantime, think small and see what is available in your town within your budget.... None of us started with a $1000 bells-and-whistles all-mod-cons instrument, anyway....
