I admit that I find such a prospect a little unnerving. I would be curious as to how loose the term "emergency" will become in the future. I would also be curious as to how many of these "emergencies" will be "manufactured" all in the name of "public safety". A very mysterious package the future of our country seems to be currently wrapped in.

That plane was heading 4 the White House. There's NO WAY our goverment would let that iconic home of American Presidents take a hit if they could avoid it...We'll not know the truth 2 this question 4 a long time. What I believe is the plane did crash in the woods of PA...truth. What we wont be told is the plane crashed after it was shot out of the air by a branch of the US armed forces. That was a situation where people were killed by the goverment 2 protect its citeziens... thats what the goverment would/will say was 4 the "Emergency protection" and the "Greater good" of the country citizens...that is, of course, if they ever tell us the truth. There's other instances in US history where the goverment (military) killed US citizens...beside the civil war erea of course... George Washington was the 1st president 2 order the military 2 kill US citizens, if need be, in the "Wiskey Rebellions"...it can, has, and will happen agian if the goverment wants it done... They have PR people who'll whip up a pro goverment cover story that, Im sad 2 say, would prob. have people in America screaming 4 more blood!
It has come to my attention that you have now asked an additional question: "Does the President have the authority to use a weaponized drone to kill an American not engaged in combat on American soil?" The answer to that question is no.
This program started before Obama was even a thought in anybodys mind.. Another circumstance where the people asking the questions the loudest stayed silent for years.. To me.. you forfeit your right to complain when its not important enough to speak up about when it counts.. and it counted long ago!
