Best time I'd have to say is whenever the sun is out and shinning brightly down upon you while exercising because you tend to burn more calories, but have to watch out from not getting yourself a stroke and passing out from too much heat exhaustion or working too hard. Anyways that's most usually when I start my outside exercise walking and jogging and playing basketball, softball, or kickball with cousins and brothers like for me maybe starting at 2:00 leading halfway into it getting dark....

I would say whenever you'd like, as long as it's at least an hour after you ate food. Don't work out when you don't feel like working out. Work out when it's best for you. I work out at night most of the time because that's the best time for me. I like working out at night.
