In countries that speak other languages than English, do their keyboards on the computer differ from those of America?

My brother was wondering..

well when i was in Ecuador and i used my cousin's computer i realized that most of the keys had accents in them. Accents could be the thing that the keyboards in other countries differ from the ones in the US.

No I am using a Spanish keyboard and can not use the @ symbol directly

In addition to accents, the symbols for shifted numbers are different, and in Germany/Austria, the Y and Z are exchanged.

The keyboards are different, different languages use different letters. Like Mexican keyboards have the ?. I only have it cause my phone changes languages XD
