There is a way for you to do this but you'll probably need to do some stretching exercises before your neck becomes flexible enough. Try using your teeth. It's a bit of a stretch but if you can do that you'll be unique in the world of elbow-scratchers.
If that proves to be too hard for you you could borrow Granny's denture and superglue it to the arm of your TV chair. Then you can scratch your elbow to your heart's content as you watch the screen.
