An improper fraction is a fraction where the numerator (top number) is greater than or equal to the denominator (bottom number).
Example: 5 / 3 (five thirds) and 9 / 8 (nine eighths) these are improper fractions.

the lower number is the denominator.

bottom number (numerator) is larger than top number (denominator) example: 9 over 5 or 110 over 16
