Why do teachers give out consequences to the whole class when only one or two kids are to blame ? Are they hoping that peer pressure will

Egs.
Soccer coaches made the whole team do extra push ups when a few kids didnt follow directions during practice.
Teachers give extra homework to the whole class when a few boys were disruptive in class. Are a few examples.
Seems like the people in authority are afraid or prefer to avoid direct/ specific disciplinary actions. Not a particular good lesson for kids to learn, seeing as in society you ARE responsible for your own individual actions.

The problem is that if teachers single out certain students for those kind of disciplinary actions, the teachers end up getting into trouble for "picking" on certain students.

The soccer one is easy. It's a team sport. You win and lose as a team. The coach is trying to set an example of that.
