Why do people add salt to water when making pasta?
Is it to improve taste?

Yes. it tastes better salted. IT DOES NOT MAKE WATER BOIL FASTER.
Salt raises the temperature of water. Just like how they put salt on the roads to melt the ice, putting salt in water brings the temp up faster so you don't have to waste as much time and gas/electricity waiting for the water to boil.
I don't use salt but do add olive oil so it's not sticky.
so that their is a flavor already....and others put some oil to the pasta while boiling it to prevent the pasta from sticking to each other...

Adding salt to the water is the only way you are able to season the pasta. Also, it helps the boiling temperature increase very slightly, but the main reason is to season the pasta.
