Ha ha ha ha I used to say those same words. lol I began to talk to mine like she was "on my level", whereas before I used to treat her like a "kid" (actually she was). Once I made her "feel" like she was my equal, everything changed for the better. Say things like "can I suggest something to you"? Be positive and compliment her randomly. I bet you notice a difference. If she isn't listening to you, maybe it is because she is trying to get attention, even if it is bad. I have seen plenty of kids that way, and they think that even negative attention (like making you mad) is better than no attention.
Get in front of her and talk to her if she doesn't listen keep saying hey or her name until she gets bugged enough that she starts to talk to you then tell her what to do. If she still doesn't listen then threaten that you'll tell a friend something embarrassing or that you'll tell mom or dad if she doesn't listen. Works for me.
She does not see you as an authority. If you are supposed to be babysitting her in your parents' absence, ask your parents to give you the authority to have her obey you based on their expectations of her and you. They should be able to talk to her and say that they will back you up with offering her consequences of her disobeying you, such as grounding her, no tv etc. If you are just trying to control her actions for your own motives, lots of luck.
Contact your ENT specialist it is a serious matter. Do you know that you at her age you were also not listening to your mom and dad. It is real child hood and people specially kids are moody and they pay attention only to those things which is of their interest. Tell her do my this or that job I will give you a chocolate / cookie, she will definitely listen to you.

say i,ll give you a sweet or a pound or even say sothing like i.ll call the police to her and pick up the phone and pretend to talk and say can you come now or just scare her with somthing and say if you don,t listen i.ll make it come near you
