The designer was a man by the name of J Bruce Ismay. It was designed to be the most luxuriant ocean liner of its day. Designed to carry 48 life boats, it was Ismay who ordered the number reduced to 16. Ismay himself escaped aboard one of the 16 lifeboats.
A man named J. Bruce Ismay and Lord Pirrie were talking about ships at a dinner party in 1907. Lord Pirrie was talking about his ship the Lusitania and that inspired them both to build three major ships- the Britannic, the Olympic, and the Titanic.
