To be honest if they are packed in the luggage no one will probably notice. The people scanning baggage are not looking to see who the luggage belongs to unless there is something in that shouldn't be there and cigarettes are not banned, just the lighters.
You'll probably be stuck explaining to the TSA and the police why an underage minor is in possession of tobacco. The least that will happen is that your cigarettes will be confiscated as you watch your flight leave without you. The worst that could happen is you could go straight to juvenile detention to await your hearing in family court. Good luck with your trip.
Uh no? Kids under 18, alone or not, shouldn't be bringing cigars because A. They shouldn't be smoking in the first place B. You can't smoke on an airplane C. You won't be able to fly and will be stuck explaining this to police or child services!
