Why would a police officer delay the release of my impound car when I've followed all procedures according to police dept?

Car stranded after falling down on the curb. Chattanooga TN police found it. Car impounded. Pound wants release-form from police officer on the case. Car found, police officer and badge found, claim # available, police department visited and willing to comply with all requirements. MAIN PROBLEM: police officer continuously UNAVAILABLE. Pound charges $20.- additional to bill for every day car is not picked up.

Sometimes, Police Officers will play "old school", lose your paperwork for a few days, be unavailable when you need a report etc. It's not right but it is done, I know.

What's the reason, other than gathering extra on the impound? Just stupid spite?

No, it's not right, some police officers are what you'd call "badge heavy", they feed off of the authority that they have and they abuse it.

Sometimes police officers will just play the "unavailable" card for no reason apparently. Other times, they will be trying to find out something about the car or the owner; I believe they say "something just doesn't feel right" about either you or the car.
