What is the easiest to train dog,that is also low maintainince, with the lowest amount of illness of any kind ?

The smartest & healthiest dogs are Mutts, because they haven't been over-bred like so many pure-breed dogs who's parents might be closely related to each other. A deep genetic pool provides many benefits.

All dogs have potential health issues and all dogs require maintenance. By low maintenance do you mean does not require a lot of attention and activity, or doesn't require lots of grooming and such? If the former, then frankly you're out of luck because all dogs need lots of activity.

Then I would agree with Savorydave, a short haired mix breed. Go to the pound a select a medium or large sized short hair, around 30-50 pounds. Particularly large dogs (labs, rotts, great danes) have the danger of hip displasia. Wide-chested dogs (boxers, bulldogs) can have early onset heart problems or issues with intestines "flipping" or kinking. Particularly small dogs can have aggression issues ("small dog syndrome"), can be fragile, or can get intestinal blockages more easily than large dogs. Pure breeds have problems from inbreeding (as opposed to line breeding) such as deafness, blindness, cancers, etc.

The best things you can do for your dog are a balanced diet, getting it fixed (to prevent uterine or testicular cancer, which is common in unfixed dogs), and getting the back dewclaws removed (if they have them.) The back dewclaws are looser than the front ones, and there are cases of dogs getting them caught and self-amputating.
