What phone would you recommend for an upgrade and to a 17 year old?

The only phone I will NOT get is the iPhone (Several reasons but mainly because I used to have the 4, and someone stole it and because I'm planing to get an iPod Touch 5th Gen. No sense in getting the iPhone 5 when the Touch has the same OS, design, and size) (I prefer to have devices with different operating systems and design) I was thinking of either Android or Windows. I'm open to suggestions.

I have the iPhone 4S, if I could have another phone it would be one of the Galaxy's
