First of all your van with the big engine has a chain and not a belt, only the smaller engine has a belt. I have in front of me the owners manual for a 2003 dodge caravan and it says to replace the timing belt on the 2.4L every 90,000 miles for severe driving conditions and every 120,000 miles for non severe driving conditions, not every 60,000 miles.
The timing chain in your 2003 Dodge caravan should be changed every 60,000 miles. If the previous owner did a timing chain change at 60,000 miles you don't need to do one until the vehicle reaches 120,000 miles. If however a timing chain change has never been done on the vehicle you may be overdue.
