This sounds like the main breaker , If so , The best and safest way is call the power company as stated in the above answers , Or , Call an electrician , DANGER ! . . . . EXTREME ELECTROCUTION AND ARC FLASH EXPLOSION HAZARD !!! NEVER , NEVER ATTEMPT TO REPLACE THE MAIN BREAKER YOURSELF !!! The main wires going to the main breaker are ALWAYS LIVE !!! , These wires are NOT FUSE OR BREAKER PROTECTED AND EXTREMELY DANGEROUS !!! , If the tool you are using to loosen the wires happens to touch the panel or the wires themselves happen to touch the panel , The neutral bar or each other You will have an arc flash explosion and fire which will cause very severe injury from third degree burns . If making sure you flip it all the way off and then resetting it doesn't set it, it may be a serious and potentially dangerous short. If you aren't qualified to check it yourself, call someone that is. At the very least it could be a fire hazard.
