When did college basketball referees allow the offensive ball handler to use his forearm to clear out while dribbling?

Report as

The rules to the basketball game have been changing time and again allowing some convenient adjustments. The provision for allowing the offensive ball handler to use his forearm to clear out while dribbling was passed by the college basketball referees as long as there is no intentional shoving of the opponent.
