Will an electric bike scooter hold my daughter who weighs 320 pounds

Yes it will. But considering her weight, I am not sure if she can balance it. I had a scooter in my college years followed by a motorcycle. An electric scooter on average are between 5-10 horse power. More than enough power to lift that weight. The shocks can hold about 400-500 pounds. So you are all set and it should be fine.
But to be honest, no offense, I wouldn't recommend you buying her a scooter. I dont know her age but if she is a teenager, kids around her might make fun of her. My friends made fun of me when my license was revoked and I had to get a scooter less than 50cc. So, just be careful considering that matter.

I would recommend her to walk which would be a cheaper and healthier option, 320 pounds isn't good for health .
