Yes, nearly all electronics charging devices use a parasitic amount of electricity when even NOT charging a device. You'd be amazed at how much energy is wasted in the average household by ALL of our electric consuming devices. From out Tv, to our portable phones, microwaves, clocks, lamps, refrigeration, and on and on, we seldom think of the energy we all take for granted.
Rusty nailed it. I can't remember the exact amount but there was a study on just this topic. The wasted electricity yearly nation wide is huge. Enough so that if all the waste was ended a mega power plant could be taken off line

The electricity consumed on just a single charger is miniscule .. but, over time it can add up. On YOUR bill, it again would be miniscule .. but, if you were to add that to the millions of people who also have theirs plugged in needlessly and compound it by ALL devices currently being used .. you would be astonished as to how much waste energy has been spent.
