What would be a good counter-argument

What would be a good counter argument to this: The cause of mass shootings isn’t guns; it is mental health. “Guns don’t kill people, people kill people” at first seems like a stupid pro-gun argument. It sounds juvenile, and it is much too easy for liberals to counter with, “Well, people need the guns to kill people,” which is true.

The point is, we need to target the source of the problem, not the tools used.

That is true, if someone wants to kill someone else, they choose whatever they can get their hands on. Guns are not the problem, the people are. Baseball bats are the most used instruments of crime. Should we ban baseball bats? People focus on the amount of crimes caused by guns, but no one focuses on the amount of crimes stopped by guns. Now you see there is no counter argement.

Technically it is the persons choice on whether to pull the trigger or not, but if guns never existed, neither would the term "mass shootings" or any shootings in general

We have to appreciate the fact that whether the gun is available or not, it all depends on a person's decision on whether to commit a crime or not. If the person is determined to commit mass killings, he or she can use any other available weapon to commit the crime.
