In my opinion , at 12 or 13 and they shouldn't just get the phone for free, they should work for it. I had to get straight A's before I could ever get a phone this teaches them that you don't just get handed things, you have to work for it.. just like in the real world !
Hopefully at the age when they start to show some signs of independence. When they need to be picked up at soccer practice or whatever. Pay phones are getting harder and harder to find. Kids that young do not need nor should they have smart phones... they just need to be able to make phone calls.
Most kids "should" have phones, when they have the proper money to pay for it themselves. The phone shouldn't just be "given" to them. I get less everyday when I see a 5 year old carrying around an iPhone like it should be theirs. So,Around the age of 16. When they show they are young adults and have responsibility. Most are allowed to have one, in these times, at 10 years old.
As soon as they are being dropped off and picked up for sports, dance or clubs. Anyone who gives a child younger than that a phone needs to have their head examined. They are not do their child any favors.
Most adults will say in their teenage years; but times have changed and it is useful for kinds to have cell phones at a younger age now. You can always monitor texts and set limits, but a child is much more safe with a cell phone in case of emergencies. I got mine in 6th grade and I think that is a reasonable age.

when you feel they could have one. are they responsible? are they out of the house alot? can they be trusted with one? i am 13, and i have the kindle fire hd. there are apps that you can use to call and text unlimited for 100% free. its awesome. i recomend it!
