How does the United Nations decide when to go to war?

My teacher was asking when should we go to war to the class. We starting giving out answers and she said okay, and how does the UN decide when to go to war?
And I tried looking it up but I only got if American soil is attacked, the president is allowed to attack another country.
Is that right?

The UN cannot declare war on anyone because they are not a country. The president of the United States can declare war on anyone he wants but he has to get the money from Congress therefore it becomes a united effort and the people get to participate in the decision.

The Security Council. But countries go to war, the U.N. can only vote to approve or disapprove.
