How to get a point across to someone who has every excuse in the book?

especially chores, do you just give up and do it your self or is there a better way,

Do not do it yourself! It may be hard, but let them realize on their own that if they do not do it, no one else will(which is actually the case in later life with chores). This may take a while but they will notice in time that what you were telling them, did make sense.
For example: Do not force them to tidy up their room. They do not have to, but when they have friends over they will be ashamed of the mess they made and will be forced to clean up ;)

One day it will come to slap them in the face years down the road. If they are that ignorant, they will just have to learn on their own

don't do the chore and when you see whom ever is goofing off, bring up they could be doing their chore

Since it is chores, do not give them anything to use that involves the chore. If cleaning dishes is their chore, make sure they get dinner directly on the table. No plate, no silverware, no nothing. Just the food on the table (don't even offer a beverage). If it is laundry, do not clean their laundry. They will figure it out once they are out of clean underwear.

Don't cook, clean, walk the dog, etc. Cut off sex. Make food for yourself only. Buy food for yourself only. Do only your laundry. Etc.

if he doesn't want to wash dishes then he can't use dishes to eat or drink.If he doesn't want to do laundry just wash your's. If he doesn't want to help clean where you and him sleep he has to sleep on the couch. If he goes to far kick him out!
