Is it normal for a 13 year old to curl a 40 pound dumbbell?

I'll ask you this. Can you do a pull-up? If so, your lifting more weight than the dumbbell. I weighed 128 at that age, and could do easily fifty pull-ups during required testing in phys-ed. So that amount of weight is normal, and of no great concern to most.

You must have been ripped! At that age I weighed like 100 pounds and could only do a little over 25 push ups, then again, I'm a girl

Even if a girl, you can understand my reasoning behind my post. Sadly too many schools now consider phys-ed no longer a required class for all. Any wonder we're now seeing such obesity in our children?

That's not to heavy and can lift like 100 or more

It depends on the 13 year old. I was able to lift that much when I was 12 and I'm 13 now and can lift more than that. Haha, great way to scare off the boys :)
