Around 9-18 months. As soon as you can walk you can stroll outside into the sunlight and lay down for a nice even tan, might have some diaper lines though. More ambitious tanners may even skip waiting to learn to walk and just crawl outside.

Federal laws changed a couple years ago when the 10% "tanning tax" was added. Now you have to be 18 or older. Under 18 you need your parents' permission.
18 is the legal age without parent.
18. Unless the tanning lady is nice and your mum drops you off!
I agree with the above, just keep in mind that tanning can lead to cancer, even artificial!
