You can fail a driving test by not steering the way they want you to. This is why it is called a test and you should follow all the instruction given by the instructor.
You wouldn't automatically fail. You might just get a point reduction.
If it was to avoid an accident I can't see how you could be punished. As a driver you are ultimately responsible for the safety of you, your passengers and others on the road around you!
Depending on who you get, they can fail people for anything.
You fail with one point if you don't stop at the red light and don't stop for pedestrians but you should do everything that your instructor say.
