How do musicians get away with using some lyrics from other bands and or covers of songs?

Normally, they obtain permission from the person the initial song belongs to. If they don't, they can be sued, and THAT happens all the time.

Yeah they gotta ask first, they can't just steal songs. Besides, cover songs are sometimes better than the original. Joan Jett for example has done lots of covers and made major improvements over the original version ... "Nag"' ... "Fun, Fun, Fun" ... "You Don't Own Me" ... "I Need Someone" ...
