What does "as" here mean?

"African Union leaders are holding a summit in Addis Ababa in Ethiopia, as menbers move to deploy troops to help the French-led operation there"
This comes from news article about Mali crisis. As english learner, I don't understand function of "as" here.
Does it mean "after a summit" or as soon as deploying, or at the same time ?

as mosslegs said,in this case as means while or simultaniously. looks like you are doing well with learning english. is is among some of the most difficult languages to learn.just keep at it, you will get it. good luck.

It means at the same time as, so they are both happening together here.
