First of all, to understand this song for everything that it is, you must first read the Hunger Games trilogy. ALL of them!! Ok, now onto the song meaning. I think that the first verse is about Rue when she was dying. I think that the second verse is when the war is going on in the third book, and Peeta's good memories of Katniss have been twisted into terrible things by the Capitol. I think this because she says "hold on to this lullaby even when the other music's gone, " The "darling, everything's on fire" part is totally obvious, as Katniss being the "girl on fire". I think that the chorus is referring to the fact that first the Hunger Games, then the war, is almost over and they can just be in peace after that.
