It is a Gun Limiting idea: require people to pass a license exam, register, obtain insurance and treat gun ownership like car ownership. The Constitution says the Federal government shall not infringe on right to bear arms, but does not limit the state from doing so; the liberals think they can do whatever they want therefore, as long as its a state doing it. But the Supremes have limited what even states can do, and anything constructively limiting the rights of poor people to keep & bear arms has been challenged. Not to mention, the ones that would need the insurance, criminals, would never buy the insurance. It would only be a restriction on the law abiding. It's a silly, stupid, and typically illiberal idea to restrict one of your Constitutional rights. Plus, it has exactly zero chance of passage.
