People follow you (at least in my case) based on answers they give, or questions they ask that mean something. I do not "follow" people that ask silly questions, such as "does he like me", "what should I wear", "who likes Justin Bieber", and meaningless questions like that. I follow based on the quality of the questions they ask. I don't do the "follow me and I'll follow you". I feel certain if you ask questions that people enjoy answering, or give answers that mean something and are helpful, you will gain followers. Good Luck.
I'm still fairly new here and I still don't get why people care if they have followers or not. If I get a kick out of someone's answers, I follow them for fun. If someone gives good answers to serious questions, I follow to get good information. What I'm saying is that I really don't care if I'm followed or not, as long as I can follow those I want to because their answers interest me.
