It depends on the paint, and how long the Scotch tape is there before it is peeled off. I'd say probably not, nut don't quote me on that. If you are trying to stick something to the wall, it may be better to use 3M adhesive strips if you can get them as they peel off easily without sticking at all.
Yes it can but it also depends on the paint which is on the wall. If it is ordinary paint or other then the plastic paint then chances are more to come out if scotch tape is pulled out. If you want to pull without any risk then while pulling out the tape use hair dryer blower on the tape and gently remove it.
Why do you want to put tape on the wall? Push pins work well, if you are worried about little holes you can fill them in easily with white tooth paste, and yes tape can pull paint off the wall, but usually you wont even notice on the wall unless you use the same spot over and over. If you are worried about it buy a little can of paint and do touch ups afterwards.
