"is "= singular. "are"=plural. I think
is their any is the correct grammar
both are ok but sometimes "are" is plural and "is" is singular
*Is there a ...?* / *Are there any ...?* Is there a name for that? ... Are there any weapons in your pocket?
Both are good to go only if you use for single or collective noun that depends !
