If I wanted to report a federal inmate for possible violations made while incarcerated, could I remain anonymous?

You can remain anonymous, but only if the authorities will investigate and charge the person without the need for witnesses. If you will be required to testify, then you cannot, obviously, remain anonymous. Again, the investigators are people who might be friendly with the inmate, meaning your identity would be revealed.
