you said "used to". is she clean now? is she still using/selling? is she abusive? is she a danger to you and your siblings? there are a lot of things to consider. I recommend you contact a children's advocate attorney. if you have a relative that you can stay with, do that while you learn what you can about emancipation.
You say your mother used to do those things but is clean now? So she straightened up, good for her. This isn't enough information, really, to say you should leave her. Everyone wants to leave their parents, eventually.
No you can't. You iSight get out into the foster care program. To be emancipated you gave to meet certain qualifications. You'd have to show the court you are both financially and emotionally able to care for yourself, not just find someone who will take care of you.
