It is legal for an employer to videotape an individual counselling session with a client if they get written consent by the client. However, it will depend on the purpose of the videotape and the safety of the individual.

The employer states that the pourpose of the videotape is to "see how the counselors are doing, and what they need to improve on". But when the supervisor was asked to just sit in on the session, they stated that "they didn't have time for that"

Depends for what reason the video taping is occurring.

They gave written consent, so yes.

What about consent from the counselor, do they have the right to say no?

and what about the client who may feel this is corrosion and there would be repercussion if they did not sign. Many of the clients are court ordered and may feel they would be viewed as a resistant client if they did not comply.
