do stuff like a movie or tv so you can text or still or what you want and she's entertained and play games that really she's just playing but she feels like you involved even if your doing your own thing.
put on a movie play hide and seek play a board game play go fish have a tea party let her play games on your phone let her watch tv play dress up games with her on the computer color do her "make up" (blush and gloss) braid her hair text, and let her think she's telling you what to say put on music and dance with her give her a scavenger hunt for things you may have lost. give her a treasure hunt with a prize at the end! (inside say, a box, is a note, telling her where the next note is, until she finds the prize)
Guess I'd need to know what you hate about it. Is she spoiled? Doesn't listen? Tries to get you in trouble? Ignores you? Holes up and reads and won't play games with you? Won't go outside or won't stay inside? Speaks to you rudely? How old is she and how many years are between you?
Just remember she will always be your little sister but won't always be little. Just do with her the things you enjoyed when you were younger. Maybe she would enjoy some of things you enjoy now, it would make her feel "big" to be doing things you like also.
If she's is small baby or a toddler tickle her! It usually worked with my friend daughter. Yo can also give her a toy that she CAN'T choke on like Baby rattle, or maybe like a doll etc. Else you can let her watch TV by putting her favourite show or something she likes.
I have a little sister. Yes, she can be annoying but like yinandyang4ever said, you should really remember these moments, 'cause when your both grown up you probably won't spend much time with each other.

Get a movie or read her a book. If she is hyperactive chase her. If she was an annoying little sister like I was and she gets scared and cry, don't get mad at her but give her a hug and say 'I'm sorry, I didn't know you weren't having fun. Let's play something else.'
