Are all Youtube videos without copyright violations?

I don't use it, so, I wonder.

No, but U.S. District Judge Louis Stanton, who has presided over the YouTube copyright case for several years, once again found that Google and YouTube are protected by the "safe harbor" provisions of the Digital Millennium Copyright Act, a 1998 law that limits the liability of websites if they remove content when notified of possible copyright violations. Last year, a federal appeals court revived the case, extending one of the most important Internet intellectual property disputes of the last decade. The case became a flash point in the ongoing struggle over intellectual property between big entertainment companies like Viacom and internet giants like Google and YouTube. To complain, they only need to fill out an infringement form on the web and submit it, and the content is removed.

One more thing: I see some people download some TV series from Youtube, like Voice, etc. Think this IS a copyright violstion, no?

The owner need only complain using the form provided, and it's removed. Yes, it's a violation, but sometimes media companies look the other way, as there are benefits for free promotion in social media.
