No I don't think so. I do know that if the child is being life-threatned, the doctors have to give medical attention...they are not allowed to turn the child away. They must treat the patient. Hope this helps!

Unless it is life threatening, a doctor can refuse treatment because of a parent's past due bill, especially in the case where the parent with the past due bill is listed as financially responsible in the child's file. Even in the event of a life threatening case, the doctor could also refer the child to the ER.
