Yes, I personally think that people can change and become a better person if they work on it. Your inner self may still remain inside you but, your actions can still make a change like based on personality.
Absolutely, anyone can change if they're willing to make the effort. Change is very hard for some, they've been taught or brought up to believe things should be a certain way, maybe seen abuse or have been abused, but with enough guidance and help, and if they really want to change, they can.
A buddy of mine from high school was real heavy into drugs, and drinking for a while. He even dropped out of college and Army ROTC so be could get high more. He's an okay dude now, working a coupe jobs to pay for the mistakes he made. Too bad it took an ER visit to make him change his mind

Notice what Paul said about Christs followers in the congregation in Corinth in the first century, "What! Do you not know that unrighteous persons will not inherit God?s kingdom? Do not be misled. Neither fornicators, nor idolaters, nor adulterers, nor men kept for unnatural purposes, nor men who lie with men, nor thieves, nor greedy persons, nor drunkards, nor revilers, nor extortioners will inherit God?s kingdom.
