Outside of UN peacekeepers, there are only local warlords who make their own laws. It's an example to the extreme of limited/no government, I recommend all tea party members vacation there for a week or so.
The new parliamentarians in Somalia now have a systematic law-making process that resembles that of other Africa countries like Kenya. A raw bill is drafted; it is prepared by the AG and then released to the cabinet for approval. It is later tabled in parliament after cabinet approval for debating.
