I do not think that it is supposed to be like this. Your PC is a PC and your iPad is an iPad. 2 different and not connected devices. However, if you connect your iPad to your PC and open it via iTunes, you may see your games in the following way: under tab "Programs" all your programs are shown in all screens that you are on your iPad. You can only reorganize them and delete.
There are some games that come installed with the laptop or the iPad and others have to be downloaded. If you downloaded the games for your iPad, then you need to do the same for the laptop. The download will be successful depending on the compatibility of your system.
