Should a person who weighs 100 pounds but never worked out before work on a hard level or beginner level?

Anyone, regardless of size, weight or physical condition, should begin at the beginner level. You've got to break your muscles into it gently and get them used to the idea before going all hardcore on them. If you find it's easy you can progress to harder workouts rather quickly.
