Is this betta breeding behavior?

Hey, my bettas have been flaring at each other for a while now, so I decided to put them in the same tank together. the male kept swimming closer to the female with its gills flared. the female seemed scared and was swimming away. Is this breeding behavior on the males side, or is he trying to kill her? I also put my betta in my other males tank and they didn't really interact at all.

The flaring of wings may be a sign of courting. The female on the other hand may not be into it. So you may have to separate them until he shows interest.
