What does the phrase "I'm a victim of circumstance" mean?

I've only heard it used once before, and I'd like to use it, I just don't know in what context I could use it.

If someone is a victim of circumstance, they have found themselves in difficulty or trouble or had some bad luck that was really none of their making. Sometimes unfortunate things happen to us that were not of our own fault, but rather a combination of actions and events created by others (or by nature) over which we had no control. One example could be that you lose some money if a bank that you have an account with goes bust. Another could be that you are injured when a brick from a roof blows off in the wind just as you were passing by.

It means you are a victim of your surroundings and environment. Say your dad does drugs and your mom is dead. Nobody is guiding you. So maybe you steal or skip school. Someone may call you that.

It means I am not a criminal or the person like you see in me by birth, but the circumstances have made me such a person. Yes I am a victim of circumstances.
