I just came to usa from china where can i go to learn the english language , what government agency can i contact ?

Thank you for taking the incentive in learning the common language of our country!

You don't have to go to the government to find classes. Many Community Colleges have ESL (English as a Second Language) classes for free of a small fee. Call a few, or have a friend call, and see if you can find one that will work for you.

Most large cities also have Chinese Cultural Centers where people can go for english classes. Call around and check if your city/state has one.

BTW, you already write English really well!

Contact your local school district office and ask for the Adult Education office. They have classes for ESL (English as a Second Language). Your local colleges have the same programs. You can find the district office by calling/going to the closest school. Good Luck and Welcome.
